That 30's feeling

Suddenly, creating jobs is out, inflicting pain is in. Condemning deficits and refusing to help a still-struggling economy has become the new fashion everywhere, including the United States, where 52 senators voted against extending aid to the unemployed despite the highest rate of long-term joblessness since the 1930s.

Many economists, myself included, regard this turn to austerity as a huge mistake. It raises memories of 1937, when F.D.R.’s premature attempt to balance the budget helped plunge a recovering economy back into severe recession. And here in Germany, a few scholars see parallels to the policies of Heinrich Brόning, the chancellor from 1930 to 1932, whose devotion to financial orthodoxy ended up sealing the doom of the Weimar Republic.

But despite these warnings, the deficit hawks are prevailing in most places — and nowhere more than here, where the government has pledged 80 billion euros, almost $100 billion, in tax increases and spending cuts even though the economy continues to operate far below capacity.

What’s the economic logic behind the government’s moves? The answer, as far as I can tell, is that there isn’t any. Press German officials to explain why they need to impose austerity on a depressed economy, and you get rationales that don’t add up. Point this out, and they come up with different rationales, which also don’t add up. Arguing with German deficit hawks feels more than a bit like arguing with U.S. Iraq hawks back in 2002: They know what they want to do, and every time you refute one argument, they just come up with another.

Here’s roughly how the typical conversation goes (this is based both on my own experience and that of other American economists):

German hawk: “We must cut deficits immediately, because we have to deal with the fiscal burden of an aging population.”

Ugly American: “But that doesn’t make sense. Even if you manage to save 80 billion euros — which you won’t, because the budget cuts will hurt your economy and reduce revenues — the interest payments on that much debt would be less than a tenth of a percent of your G.D.P. So the austerity you’re pursuing will threaten economic recovery while doing next to nothing to improve your long-run budget position.”

German hawk: “I won’t try to argue the arithmetic. You have to take into account the market reaction.”

Ugly American: “But how do you know how the market will react? And anyway, why should the market be moved by policies that have almost no impact on the long-run fiscal position?”

German hawk: “You just don’t understand our situation.”

The key point is that while the advocates of austerity pose as hardheaded realists, doing what has to be done, they can’t and won’t justify their stance with actual numbers — because the numbers do not, in fact, support their position. Nor can they claim that markets are demanding austerity. On the contrary, the German government remains able to borrow at rock-bottom interest rates.

So the real motivations for their obsession with austerity lie somewhere else.

In America, many self-described deficit hawks are hypocrites, pure and simple: They’re eager to slash benefits for those in need, but their concerns about red ink vanish when it comes to tax breaks for the wealthy. Thus, Senator Ben Nelson, who sanctimoniously declared that we can’t afford $77 billion in aid to the unemployed, was instrumental in passing the first Bush tax cut, which cost a cool $1.3 trillion.

German deficit hawkery seems more sincere. But it still has nothing to do with fiscal realism. Instead, it’s about moralizing and posturing. Germans tend to think of running deficits as being morally wrong, while balancing budgets is considered virtuous, never mind the circumstances or economic logic. “The last few hours were a singular show of strength,” declared Angela Merkel, the German chancellor, after a special cabinet meeting agreed on the austerity plan. And showing strength — or what is perceived as strength — is what it’s all about.

There will, of course, be a price for this posturing. Only part of that price will fall on Germany: German austerity will worsen the crisis in the euro area, making it that much harder for Spain and other troubled economies to recover. Europe’s troubles are also leading to a weak euro, which perversely helps German manufacturing, but also exports the consequences of German austerity to the rest of the world, including the United States.

But German politicians seem determined to prove their strength by imposing suffering — and politicians around the world are following their lead.

How bad will it be? Will it really be 1937 all over again? I don’t know. What I do know is that economic policy around the world has taken a major wrong turn, and that the odds of a prolonged slump are rising by the day.

  1. Ρε παιδιά, γιατί δημοσιεύετε άρθρα που αφορούν σε μία χώρα στην οποια δεν βρίσκεστε και δεν ξέρετε τι γίνεται;

    Μαλακίες. Κοντά στο μισό εκατομμύριο "εργαζόμενοι" για την απογραφή (census) οι οποίοι βέβαια ήταν προσωρινοί και τώρα θα απολυθούν. Κάθε μέρα απογραφή θα κάνουμε;

    Όσον αφορά στα υπόλοιπα, το 60% του "stimulus package" χαραμίστηκε στην κυριολεξία για να υποστηρίξει νέες απόλυτα (100%) γραφειοκρατικές θέσεις στην κυβέρνηση και για να μην μειωθούν οι μισθοί των ακριβοπληρωμένων δασκάλων κλπ ψηφοφόρων.

    Αυτός είναι και ο λόγος για τον οποίο η ανεργία στις Η.Π.Α. αυξάνεται, παρά το 1 τρις δολάρια "stimulus package".

    “Post-terror nerves aside, what mainly ails the U.S. economy is too much of a good thing. During the bubble years businesses overspent on capital equipment; the resulting overhang of excess capacity is a drag on investment, and hence a drag on the economy as a whole.

    In time this overhang will be worked off. Meanwhile, economic policy should encourage other spending to offset the temporary slump in business investment. Low interest rates, which promote spending on housing and other durable goods, are the main answer. But it seems inevitable that there will also be a fiscal stimulus package”

    Ελάτε τώρα. Δεν έχετε ιδέα τι έγινε στις ΗΠΑ λόγω αυτών των θέσεων που προσπαθούσαν να αντικρούσουν (δυστυχώς χωρίς επιτυχία) οι Peter Schiff, Ron Paul, Jim Rogers, Marc Faber.

    Απλά ο Krugman είναι το αγαπημένο παιδί της αριστεράς στις ΗΠΑ και τον δημοσιεύετε κι εσείς, παρά τα τρομερά λάθη του, το ένα μετά το άλλο, ως "παρηγοριά στον άρρωστο".

    Τα αποτελέσματα; Φύγανε οι πραγματικά παραγωγικές μονάδες για την Κίνα (γιατί εδώ τις φορολογήσανε στο έπακρο για να υποστηρίξουν τα χαμηλά επιτόκια και αργότερα τις ζημιές από τις διάφορες φούσκες), καμία διευκόλυνση σε παραγωγικές επενδύσεις ΑΛΛΑ ΟΛΕΣ ΟΙ ΔΙΕΥΚΟΛΥΝΣΕΙΣ ΓΙΑ ΤΙΣ ΑΣΩΤΕΣ ΤΡΑΠΕΖΕΣ (με τις ευλογίες των κκ Krugman, Barney Frank κλπ) και τελείως άχρηστα προγράμματα συνταγογραφημένων φαρμάκων (με τις ευλογίες του κ. Bush) για καθαρά ψηφοθηρικούς λόγους.

    Τον Krugman όχι μόνο δεν τον ακούνε πια εδώ, αλλά τον κοροϊδεύανε πρόσφατα κι οι Γερμανοί.

    Η εποχή του έχει περάσει ανεπιστρεπτί. Και το depression που έρχεται είναι ακριβώς αποτέλεσμα του υπέρογκου χρέους και της τρομερής ανασφάλειας των μικρομεσαίων επιχειρήσεων (που βλέπουν τους νόμους να αλλάζουν κάθε τρίμηνο). Απλά ο Krugman προσπαθεί να τοεκμεταλλευτεί για να το παίξει κι αυτός "προφήτης", έστω και μία (1) φορά.

    Αν και τον έχουν προλάβει ήδη οι κκ Peter Schiff και ειδικά δύο οικονομολόγοι της αγοράς, ο CEO της PIMCO (η μεγαλύτερη εταιρεία Α.Κ. στον κόσμο) κος El Erian και ένας γνωστός ανεξάρτητος οικονομολόγος που συνεργάζεται με πολλές Fortune 500 εταιρείες, ο κος John Williams. Δεν είναι τυχαίο που εάν βάλετε "Hyperinflation" στο google παρουσιάζεται στα 3 πρώτα Links to

  4. Η δασκάλα του βίντεο παραπονιέται στο New Jersey ότι $83,000 το χρόνο μισθός δεν της φτάνουν (υπόψη ότι το NJ έχει το ίδιο κόστος ζωής με την Αθήνα, λιγότερο σε ενέργεια και τρόφιμα).

    Και άλλα τέτοια συνδικάτα αντιδρούν σε όλη τη χώρα για να διασφαλίσουν τα παχιά τους κεκτημένα.

    O Krugman, μαζί τους, 100%. Σου λέει, ας τη βγάζουν οι ιδιωτικοί υπάλληλοι (ακόμα και με μάστερ σε επιστήμες) με $35,000 μετά από φόρους για να πληρώνουμε τις δασκάλες των δημοσίων σχολείων $83,000 με 100% κάλυψη πλάνων υγείας και σύνταξη (οι δάσκαλοι στο NJ δεν πληρώνουν δεκάρα για αυτά τα προγράμματα).

    Γι' αυτό σας λέω: δεν έχετε την παραμικρή ιδέα για το τι γίνεται στις ΗΠΑ αυτή τη στιγμή.

    Ούτε κι από οικονομικά. Είδα το εξής:

    και είπα μέσα μου, "καλά, ούτε το short selling δεν ξέρουν στην Ελλάδα και πρέπει να προσπαθεί ο άλλος να το εξηγήσει τόση ώρα;"

    Υπόψη ότι το short selling είναι στο "1ο επίπεδο για αρχάριους" όσον αφορά στο trading.

    Οπότε, αφήστε τα ρε παιδιά, ειλικρινά δηλαδή. Ο Krugman πετάει κάτι θεωρίες από δω κι από κει για να γεμίσει τις παραγράφους και στο τέλος δεν λέει απολύτως τίποτα. Κι ούτε αναλαμβάνει βέβαια καμία ευθύνη, ούτε πληρώνει τη ζημιά. Παρά το γεγονός ότι:
    α) Ήταν λάθος για τη φούσκα των ακινήτων
    β) Λάθος για την πολιτική επιτοκίων
    γ) Λάθος για την Ευρωπαϊκή γραμμή
    δ) Τελείως άσχετος για το τι πραγματικά συμβαίνει στην Ελλάδα )μπερδεύει την Ελλάδα με τις ΗΠΑ και προτείνει... να ξοδεύουν περισσότερα οι Έλληνες για να τονώσουν λέει την αγορά - ποια αγορά;)
    ε) Τελείως λάθος για τις κινήσεις του Dow και τις προβλέψεις του για τον χρυσό.

    Παρόλ' αυτά, ως καθηγητής εκεί πέρα, παίρνει τις αυξήσεις του, πληρώνεται για ότι κάνει και δεν του καίγεται καρφί. Διότι ως καθηγητής πανεπιστημίου, ΔΕΝ πληρώνει τις λάθος εκτιμήσεις του.

    Το ότι 40 πολιτείες των ΗΠΑ είναι ήδη χρεοκωπημένες αυτό δεν τον απασχολεί. Αυτός τα παίρνει από τους πλούσιους σοσιαλίζοντες της σαμπάνιας φοιτητές του Χάρβαρντ που παίζουν με το iPad όλη μέρα.

    Θεωρώ βέβαια και προσβλητικό το ότι από την Ελλάδα, όπου πολύς κόσμος αυτή τη στιγμή ζορίζεται να αγοράσει φαγητό, ασχολείστε με τις "μαντάμ σουσού" του Χάρβαρντ.

    (α, να μην το ξεχάσω - οι σοφές επενδύσεις του κ. Larry Summers όταν ήταν υπεύθυνος για το Trust του Harvard είχαν σαν αποτέλεσμα απώλεια 44% - κόντεψε να πτωχεύσει το πανεπιστήμιο και τώρα τον έχει ο μαθητής του Αντρέα (ο Ομπάμα) για οικονομικό σύμβουλο).

  5. Και η άποψη του κου Wolfgang Franz κατά του Krugman:


    Wolfgang Franz, who heads the German government’s economic advisory panel known as the Wise Men, tore into Krugman — and the US — in an op-ed in the German business daily Wednesday, titled “How about some facts, Mr. Krugman?”

    “Where did the financial crisis begin? Which central bank conducted monetary policy that was too loose? Which country went down the wrong path of social policy by encouraging low income households to take on mortgage loans that they can never pay back? Who in the year 2000 weakened regulations limiting investment bank leverage ratios, let Lehman Brothers collapse in 2008 and thereby tipped world financial markets into chaos?” he wrote.

    Άσε πια με τις "γελείες σοφιστείες" του Krugman όπως τις κρίνει ο συντάκτης του άρθρου. Ο Krugman προτείνει ουσιαστικά να μειώσει η Γερμανία την ανταγωνιστικότητά της για να την προλάβουν οι υπόλοιποι.

    That fiscal and economic policy critique probably won’t gain any more traction in Germany than his monetary policy one. Germans see their government finances and trade competitiveness as an example to be followed by Greece, Portugal and other troubled countries in Europe. And they clearly don’t see the U.S. model as one worth chasing.

    Δηλαδή σαν να λέμε στον 1ο αθλητή να χοντρύνει λίγο για να τον προλαβαίνουν οι υπόλοιποι. Το "σοσιαλιστικό" ιδεώδες... όλοι προς τα κάτω για να μας προλάβει αυτός που είναι ακίνητος.

    Σοβαρευτείτε. Έχετε πολύ μεγαλύτερα προβλήματα και πράμγατα να κάνετε αντί να διαβάζετε Krugman. Εκτός κι αν ο κος Krugman βρει ο ίδιος λύση για το Ελληνικό πρόβλημα (με προσωπική ευθύνη, δηλαδή εάν αποτύχει θα κληθεί να πληρώσει ο ίδιος), ή εάν πληρώσει το χρέος της Ελλάδας από την τσέπη του.

    Ιδού μια πρόταση: να υποθηκεύσουμε το Trust Fund του Harvard για να πληρώσουμε το Ελληνικό χρέος. Εάν η λύση Krugman δεν πετύχει, το Harvard χάνει τα πάντα. Εάν πετύχει, τότε διατηρεί ότι έχει.

    ΘΑ το δεχόταν αυτό; Όχι βέβαια... ακαδημαϊκός είναι, δεν είναι και κάνας υπεύθυνος (υπεύθυνος = αυτός που έχει την ευθύνη).

  6. Και δύο βλακείες από το σημερινό τύπο:

    α) Παγώνουν για 3 χρόνια οι μισθοί στον ιδιωτικό τομέα.

    ΜΕΓΑ λάθος. Ο ιδιωτικός τομέας πρέπει να έχει μια κατώτερη "βάση" που θα είναι ο μισθός του δημοσίου και από κει και πάνω απελευθέρωση.
    Δηλαδή, εάν θέλω να πληρώσω τον υπάλληλό μου 100.000 ευρώ, να έχω το δικαίωμα. Αλλά όχι κάτω από το μισθό του δημοσίου.

    2) Εισηγήθηκαν τεστ ευφυίας για τους μετανάστες στη Γερμανία.

    Τα τεστ ευφυίας είναι βλακωδέστατα και μετράνε ένα μικρό μέρος μόνο της νοημοσύνης των δυτικών που έχουν διδαχθεί γεωμετρία, μεθοδολογίες κλπ. Έξυπνοι άνθρωποι από άλλες κουλτούρες δεν θα είχαν καλή βαθμολογία.

    Πολιτικοί...

    despite all this hatred-citing against PK, I fail to see your argument in favour of deficit control at this point in time. and i mean real argument, not fear of fiscal immorality. Isn't htat his argument in the op-ed?

    Έτσι όπως πάει, βλέπω σε λίγο να τον στέλνουν στην Κούβα για μόνιμες διακοπές. Μπορεί και προς τα μέρη μας...

  9. Το άρθρο του Krugman Λευτέρη είναι μια καλή απάντηση στην παράνοια λιτότητας της ΕΕ και των G-20. Δεν αφορά τόσο την Ελλάδα. Εμείς καλά κάνουμε και συμμαζεύουμε το σύστημα αρκεί να το συμμαζεύουμε με όρους κοινωνικής δικαιοσύνης (πχ παράδειγμα δημόσιος-ιδιωτικός) και όχι με όρους οριζόντιου πετσοκόματος.
